Hello. English is not my native language, Sorry for mistakes. I have Raspberry pi 3b, Arduino Uno atmega328p, ps4 ... can I connect a keyboard, mouse and dualshok to RPi3, RPi3 via TX-RX to RX-TX Arduino (by jumper Reset and ground), Arduino via USB to PS4 ... I know that different voltages, I will put resistors 2 x 1 kOhm from TX arduino and to ground from TX ... in general it is feasible? Thank you in advance

Arduino Uno is not supported (or "not working"), so I think you should try again with Arduino Pro Micro or Arduino Leonardo which used atmega32u4 microchip.

The only 100% working chip is atmega32u4.
