I have Windows 11 and it works there. One of your computer components or its driver is the issue here probably.

As far as I remember the port is available for several seconds after you connect device to the PC. Then it switches to different mode.

It should still be programmable. PS4 firmware cannot damage the arduino to the point it becomes unflashable. Make sure you're replugging both cables.
