Some questions "outside" gimx, Baby rocker

Hello guys, the GIMX emulation is very good. I've learn so much things while trying to set it up.

I wanted start to make my DIY project, a baby rocker device, that can rock the baby chair SLOWLY.
I googled and saw quite a number of people using a drill , and some big and small gears to slow it down.
But i just think it's not a good way, the drill motors are not designed to be on for such a long hours. right?
and they're quite noisy as well.

Then I came across something called, stepper motor. which can be connected to some kind of micro-controller. to be able to control the speed, directions.

What I got with me now are, a Raspberry Pi 3B, Teensy ++ 2.0, and a CP2102, a breadboard.
Quite a number youtube videos are teaching people how to control a stepper motor to a Arduino UNO.

I just don't understand. I know there are difference, but not sure what.
is Arduino UNO , the same level of hardware compare with Teensy ++ 2.0?
in my knowledge, they are. but there must be some difference right?

And a video even shows, connecting a stepper motor to Raspberry Pi.
I just wonder, what do i really NEED?

I don't mind buying a arduino uno. But if Teensy / RPi can do it, why would I?

And, any other things that I should pay attention to?
Like the motor power? AC or DC should I choose?
Or even......not using a stepper motor? got a better suggestion of how to make it baby rocker?

The Teensy boards are compatible with the Arduino software.
