I tried tx-tx rx-rx . the result is the same.

Even ps4 does not turn on, "this config seems ok" still comes.
This error is exactly connections between AVR Board side and PS4. It can be loose contact or cable problem. Due to your description, try another cable for AVR board (from AVR board to PS4).
You should provide log file for more infomation.

maybe ps4 power does not give? although the Board is glowing and dualshock is charging
