Does it work with Windows?

Yes but you need the Xbox 360 Wireless Gaming Receiver for Windows (https://support.xbox.com/en-AU/xbox-on- ... er-windows). I have the wheel, I can confirm it works great on PC (but not on all games because some detect it as a 360 pad and put a huge deadzone) and has NO lag whatsoever and a great precision.

I don't know if someone works well on ps4.

If it works over DirectInput then there may be hope. You should try it. Download GIMX, open a config editor and try to assign axises and buttons.
